Parliamentary Monitoring
Nicholas Phillips Associates monitors every session of Parliament as well as many committee meetings so that clients can gain firsthand knowledge of what transpired as well as specific events of interest ot them.
- Following and reporting on the work of the Parliamentary Committees most likely to be involved in amending Commission proposals for legislation or on Parliamentary reports recommending Commission legislation likely to affect clients’ interests.
- Briefings on developments likely to require an input from clients and regular “political intelligence” meetings to discuss background news, developments in the Political Groups, Parliamentary Committees etc.
- Advice on setting up meetings, working lunches and dinners as necessary to develop and maintain contacts with Political Group and Committee Chairmen, Political Group Spokesmen in Committees, other key MEPs, their research staff and Political Group staffers.
- Advising on briefing and lobbying of the Rapporteurs, Political Group Spokesmen and other key MEPs and their staffers on the Committee concerned, facilitating and setting up meetings and contacts with them as and when necessary during the preparatory stages of the report.
- Once the report is adopted in Committee, advising the clients of amendments put down before debate in Plenary Session, assisting them in suggesting amendments if necessary and advising on any last briefing of speakers.
- Following the debate and vote in Plenary Session and informing clients of the outcome, including the Commission’s response on the floor of the House.
- Advising clients on any necessary follow-up briefing and lobbying in the stage leading up to the Parliament’s second reading, and during the conciliation procedure with Council of Ministers.
